GOP Club to meet
Fritz Wenzel, founder and president of Wenzel Strategies, will be the speaker at the November Northern Wood County Republican Club Meeting Nov. 22 at the Holiday Inn Express, located at 10621 Fremont Pike, Perrysburg. Doors open at 7 p.m., with a brief monthly meeting and presentations to follow beginning at 7:30 p.m.

Wenzel will review election results and offer insight regarding Ohio and national politics.

The Northern Wood County Republican Club meets on the fourth Monday of every other month at 7:30 p.m. The club’s mission is to provide a venue of relevant, interesting topics for Republicans in the Perrysburg-Rossford-Northwood-Walbridge-Grand Rapids-Bowling Green area; to provide a forum for Wood County Republican political candidates; to develop candidates for political offices and ward/precinct infrastructure; and to develop volunteer support for Republican Party candidates at the local, state, and national level.

Sentenced
Wood County Common Pleas Court Judge Alan Mayberry has sentenced Christopher Davis, of Toledo, to six months in jail and one year of probation for his role in an insurance fraud scheme involving Dr. Stacey Royal, of Perrysburg.

He must also pay more than $133,000 in restitution to the identified victims and more than $18,000 in investigatory costs, and could face additional jail time if he violates the terms of his probation.

Davis was found guilty by a Wood County jury of engaging in a pattern of corrupt activity and complicity to theft and insurance fraud charges. Davis’ conviction stems from an investigation that found Dr. Royal billed insurance carriers in excess of $900,000 for inflated services that she and the Royal Urgent Treatment care never provided. Davis served as the office manager at Royal’s facility, according to the Ohio Department of Insurance.

Consumers with specific questions and complaints can call the Ohio Department of Insurance Consumer Hotline at 1-800-686-1526.

Pheasant release
More than 15,000 ring-necked pheasants will be released on 28 public hunting areas across the state this fall as part of a seasonal effort by the Ohio Department of Natural Resources (ODNR), Division of Wildlife to enhance hunting opportunities for the popular game bird.

Pheasant hunting season opened Nov. 5 and runs through Jan. 9, 2011. There is a daily bag limit of two male birds. Statewide hunting hours are sunrise to sunset. Visit www.ohiodnr.com for more information.

Grants for veterans
The Ohio Military Injury Relief Fund (MIRF) grants money to individuals injured while in active service as a member of the armed forces of the United States and while serving under Operation Iraqi Freedom (OIF) or Operation Enduring Freedom (OEF).

Further, the injury must have occurred while the service member was in receipt of hazardous duty, combat or hostile fire pay in an OEF/OIF theater of operation. Qualifying injuries include any physical injury suffered in the line of duty or a diagnosis of Post-Traumatic Stress Disorder incurred while serving in country under OEF/OIF.

The service member or veteran must be an Ohio resident at the time of application.

To apply, call the Ottawa County Veterans Service Office at 419-898-2089 or toll-free at 1-800-610-8872 or visit 8444 W. SR 163, Suite 102, Oak Harbor.

Grant funding sought
If a $990,000 proposal to the Ohio Department of Labor to fund a Youth Build program is approved, 60 youths 18 to 24 years old living in Lucas County will learn skills to allow them to build and/or refurbish four housing or community service projects.

The WSOS Board of Directors Tuesday approved of the agency submitting a proposal for the funds. The three-year Youth Build program will serve Lucas County and will provide the young adults with education upgrades as needed – GED preparation and basic skills, leadership development, construction education and skills, work readiness trainings, job placement, and community service activities.

The board also approved contracting with the U.S. Agency for International Development (USAID) for $49,100 that will allow for a Russian exchange with NW Ohio residents to participate in the program named the Role of Small and Medium Enterprises in Community Development. Ten Russians will visit NW Ohio in February 2011 and residents from NW Ohio will then visit Russia – each with the goal of learning and understanding the impact of community enterprises on development.

The Board of Directors of the WSOS Community Action Commission granted approval to submit the two funding proposals.

In other business, the board approved supporting the need for a replacement levy that will support senior services in Sandusky County. Senior Services Director Robin Richter will now ask county commissioners to place the levy on the May 2011 ballot. The board also named a nominating committee, which will choose a slate of officers for the board that will be voted on at the Jan. 11 board meeting.

Heating assistance
The 2010-11 Emergency Home Energy Assistance Program (EHEAP) began Nov. 1 and applications are being accepted at the WSOS offices at 103 S. Front St., Fremont.

This year’s program maintains the increase in the income limits set last year so that more people may be eligible for assistance. The amount of assistance per household also remains the same as last year - $600 for those who use propane – and up to $250, depending on electric and heating source.

EHEAP provides one-time assistance to income-eligible residents to help them maintain their heating source by paying some of their heating bills. Income-eligible residents are those with incomes up to 200 percent of the federal poverty income guidelines, which amounts to $22,050 for a one-person household or $44,100 for a four-person household.

Currently, Columbia Gas is conducting a program for its customers in partnership with WSOS. Residents who are Columbia Gas customers can get help with their bills through the Columbia Gas program and EHEAP.

EHEAP provides emergency assistance. To receive help, a household must meet the income guidelines and have received a disconnect notice or have less than a 10-day supply of bulk fuel.

Households that do not have an emergency may receive assistance with heating bills from regular Home Energy Assistance Program (HEAP). The program also provides a one-time per heating season assistance with paying some heating bills, however, applicants must file their applications themselves. WSOS can provide the applications and can assist applicants with the forms. Both EHEAP and HEAP operate until March 31, 2011.

Appointments are required for EHEAP applicants. To make an appointment for EHEAP help, in Wood County call 419-353-7407; in Ottawa County, call 419-734-2652; or in Sandusky County, call 419-334-5126.

PIPP Plus
A new Percentage of Income Payment Plan (PIPP) Plus program also began Nov. 1. The program makes the monthly payments for households more affordable on a year-round basis.

PIPP Plus targets heating customers who are at or below 150 percent of the federal poverty guidelines. Gas and electric customers will pay no more than $10 or six percent, whichever is greater, of the gross monthly household income each month. Those households that are entirely electric will pay $10 or 10 percent, whichever is greater. The payment is to be made each month for the entire year.

When PIPP Plus customers make a payment on time and in full, they no longer owe the rest of that month’s billed amount. The customer also receives a one-twenty-fourth (1/24) credit toward any old debt. Payments made on time and in full for 24 straight months means all arrearages will be eliminated.

Customers will be dropped from the program if they miss payments or do not re-verify their income each year. At the time of re-verification, the customer will have one billing cycle to make up any missed payments. If that does not happen, the customer will be dropped and the entire debt will be due immediately.

Customers must also notify the company if their income changes and they become ineligible for the program.

Eligible residents may enroll when they enroll in PIPP Plus for EHEAP or HEAP.
