Ag department role expanded A spokesman for the Ohio Department of Agriculture said the passage of House Bill 363 provides “regulatory certainty for livestock operations.”
The bill, which Gov. Ted Strickland signed last month, completes the transfer of regulatory authority for large scale farm animal feeding operations to the agriculture department.
The bill gives permitting authority for the National Pollutant Discharge Elimination System (NPDES) for Concentrated Animal Feeding Operations to the agriculture department. Previously, the permits were under the jurisdiction of the Ohio Environmental Protection Agency.
Bill Schwaderer, public information officer for the department’s livestock environmental permitting program, said the department now has the “authority to conduct comprehensive background checks, ensuring that Ohio’s largest industry continues to provide the highest levels of both consumer and environmental protection.”
Environmental groups were critical of the transfer of NPDES permits to the agriculture department, contending the department has a weak enforcement history.
