Residents of the Eastwood Local School District who voted against a bond issue in November appear to be steadfast in their opposition to another possible ballot issue, but some could be swayed if the economy improved or the district sought a lower millage amount, according to a survey the district recently conducted.

In an interview last January, Melanie Bowen, a Lake Township trustee, expressed confidence a Joint Economic Development District agreement between the township and City of Toledo would soon be completed.

“We’re this close to finalizing,” she said, holding her fingers about an inch apart.

She can now hold her fingers a little closer.

Northwood Councilman Randy Kozina is the new council president.

Council voted 5-1 (Kozina abstained) for Kozina to take the helm at a recent organizational meeting.

Kozina, who has never been president, is completing his first, four year term on council. He previously served on the board of education with the Northwood Local Schools District for 14 years before he became a councilman.

Land conservation is the subject of two programs administered by state agencies and looking for interested parties.

Funding of up to $3 million per project is available to Ohio communities and other public entities along the Lake Erie watershed seeking to acquire land for preservation or recreation through the Coastal and Estuarine and Conservation Program (CELCP).

Sites within the program’s designated coastal management area – Lucas, Wood, Ottawa, Sandusky, Erie, Lorain, Cuyahoga, Lake, and Ashtabula counties – will be given the highest priority, said Sandra Kosek-Sills, coordinator of the Ohio Department of Natural Resources Office of Coastal Management, adding that projects focusing on “high-quality, ecological, conservation, recreational, historical, or aesthetic  value” will be the top contenders.

Three days after the Public Utilities Commission of Ohio modified a rate plan filed by utility companies of FirstEnergy Corp., the companies announced they are withdrawing their application for the plan.
 
The Electric Security Plan (ESP), filed by Toledo Edison, Ohio Edison, and the Cleveland Electric Illuminating Co., was approved and modified by the PUCO Dec. 19.
 
Under the plan, total customer rates – covering generation, transmission, and distribution charges – would have increased by an average of 5.3 percent this year, 4 percent in 2010, and 6 percent in 2011, according to FirstEnergy.
