A request by the Lake Township trustees to have a traffic signal installed at the corner of State Route 51 and Millbury Road has been turned down by the Ohio Department of Transportation.

The trustees were advised of the decision in a letter from ODOT’s Michael Stormer, district planning engineer.


According to the letter, a traffic study and review of signal warrants outlined in the Ohio Manual of Uniform Traffic Control Devices indicate that none of the warrants, or criteria for installing a signal at the intersection, has been met.

The warrants are based on traffic volume, pedestrian volume, accident history, school crossings, signal systems, and progressive movement.

“A traffic signal cannot be installed unless one or more of the signal warrants are met,” the letter says. “At this time, based on the current OMUTCD standards, the intersection does not meet any of the traffic signal warrants, therefore we cannot propose to install a traffic signal”

Mr. Stormer indicates in his letter that ODOT’s review found the intersection signage and pavement markings to be in “good condition” and the approaches to the intersection are flat and straight with a “slight intersection skew.”

“We did find where there are some opportunities at the intersection to work with the business owners to better delineate where the roadway and parking lots are and to create better access management,” he writes.

Richard Welling, a township trustee, said some accidents at the site occur when vehicles exit or enter businesses near the intersection and are not counted as actually happening at the intersection. Still, a signal at the corner could help reduce the number of accidents, he said.

Mark Hummer, the township police chief, said the angle of Millbury Road at the corner makes it difficult for motorists to see traffic of Route 51.

Nearby residential areas north and south of Route 51 have been growing in recent years, increasing the number of motorists using the intersection.

“It’s getting increasingly crowded there,” he said. “And I don’t think this is an issue the township will just let die. It’s the trustees’ call but I wouldn’t be surprised if they ask (State Representative) Randy Gardner to look into it. That might be an option.”

Mr. Welling said the township has been trying to have a signal installed at the corner for years.
