Oregon City Council last Monday approved the bid of Henry W. Bergman for part of its 2011 Road Program.
Bergman, of Genoa, submitted a total bid of $330,130 for the road program, which is broken down into three projects.
Project 1 includes micro-surfacing with base repairs of Lallendorf Road from Corduroy Road to Parkway Road; Project 2 includes milling, resurfacing and spot base repairs for Schmidlin Road from Navarre Avenue to Pickle Road; and the next project includes the following:
• various base repairs for Coy Road from Pickle Road to Dustin;
• the Coy Road and Brown Road intersection;
• Brown Road from the I-280 overpass to Coy Road;
• Coy Road from Seaman Road to Corduroy Road;
• Corduroy Road, just east of Coy Road;
• Lallendorf Road from Starr Avenue to Seaman Road;
• Lallendorf Road from Pickle Road to Brown Road;
• Wynn Road, from Pickle Road to Brown Road;
• Brown Road, from Lallendorf Road to Bury Road;
• Bury Road, from Brown Road to Navarre Avenue;
• Landis Drive;
• Randall Drive;
• Wooderest, Lakeway, East Baywood and West Baywood;
• Bayshore Road, from Stadium Road to Baywood Drive.
The road program had originally included another project, micro-surfacing, spot base repairs and an asphalt leveling course of Cedar Point Road from Stadium Road to Norden Road, but Service Director Paul Roman recommended against it.
“Normally with our road program, we do try to design and bid out more of the project than what we think is estimated, or what’s in our budget. But with our budget of $300,000 for this year, as well as the bids that we received, we are not recommending the award of that project,” said Roman.
He added that the harsh winter caused a lot of damage to the streets. He expects to make a request for more funds later this year to continue making street repairs.
“If you look at the projects overall, we are really doing roads that are showing signs of pot holes as well as bad concrete joints. Probably the only roads that are not listed there are Dustin and Isaac streets. There are other roads that are on our radar, such as Corduroy as well as Cedar Point Road. I do think that with this type of winter that we had this past year, would be multiple freeze-thaw cycles. If we have more winters like this, I do think we need to do more roads each year to simply keep up. I am this fall will be requesting more money for more road improvements. In the next few years, I truly think that’s needed.”
Administrator Mike Beazley agreed.
“We did talk about this being a lean year because of the economy and our short-term revenue challenges,” said Beazley. “The administration does believe a responsible course of action, especially with the freeze-thaw cycle, is something over $400,000 plus – a range of $400,000 to $700,000 - for a several year period. Oregon was blessed during a time of real growth a number of years ago. Looking back, I think we spent almost $1 million per year for a several year period on roads. The value of that investment has seen its life and it’s time to make a new investment. It’s something the administration will be looking at to make sure we’re responsibly spending on our roads.”
Also at the meeting, council agreed to submit an application to the Ohio Department of Development in connection with the Community Development Block Grant (CDBG) formula/Revolving Loan Fund (RLF) program.
The Ohio Department of Development has allocated $68,000 to the city for the Ohio Small Cities Community Development Block Grant formula Allocation Program.
The state is requiring the city to spend down $66,700 of its Revolving Loan Fund balance in conjunction with the CDBG Formula Program and is authorizing the city to consider allocation of Revolving Loan Funds toward various eligible CDBG projects, according to Finance Director Kathleen Hufford.
The application must be submitted by July 29.
The allocation of CDBG and RLF funds total $134,000. Available project funds total $112,500 after subtracting $18,700 in administration costs and $3,500 in the Fair Housing Program.
The funds will pay for sidewalk/street improvements for Pickle, Munding, Isaac streets, and the Wheeling Street area.
